Disaster preparedness drills add Deaf and Blind alerting protocols in Bicol
Early-warning procedures now include visual alarms, text cascades, and tactile guidance for evacuation.
The Bicol Regional PWD Coalition worked with provincial disaster risk reduction and management offices to add disability-specific alerting procedures to evacuation drills.
New protocols cover visual strobe alarms in evacuation centers, an SMS cascade for Deaf households, tactile guidance along primary evacuation routes, and a registry of members who require assisted transfer.
The coalition is documenting the protocol so other typhoon-exposed regions can adopt it.
